What does this mean?

I was wondering if anyone had any idea what this means. The teacher sent home with Sean a copy of her notes from the meeting, mainly her areas of concern. I understand them all except this one.
*Many times wants to do the right thing, but doesn't or can't...missing learning(should he be exempt?)

I think she means his behavior is keeping him from learning at times and wonders if she should not discipline him since he seems to be unable to control himself at this time.

I think it will be a good idea for you to send her a reply either with your understanding of what she said or just asking her to clarify what she meant.

It seems that she is on your and Sean's side in wanting him to get the help he needs so any chance you have to keep on the same page would really be beneficial.
