Did it have hamburger too? It kind of sounds like tater tot casserole...I have never made it, but I have eaten it....try googling 'tater tot casserole' and see if the recipes that come up sound right to you.

tigger, here is one i found...maybe your foster mom just added the green beans to get the kids to eat some veggies....
INGREDIENTS: 1 pound ground beef 1 16-ounce bag tater tots 1 can cream of mushroom soup 1 can of milk PREPARATION: Brown the ground beef in a skillet; drain and place in a casserole dish. Place tater tots over meat. Mix can of cream of mushroom soup and a can of milk. Pour this over the tater tots and ground beef. Bake at 350 degrees for 20 minutes.

here is one that has mixed veggies in it...
INGREDIENTS • 1 1/2 pounds lean ground beef • 1/2 onion, chopped • 4 cups frozen mixed vegetables • 1 (19 ounce) can cream of chicken soup • 1 (32 ounce) package frozen potato rounds DIRECTIONS 1. Preheat oven to 375 degrees F (190 degrees C). Spray 9x13 glass baking dish with cooking spray. 2. Spread hamburger into bottom of pan, covering entire bottom, gently tamping beef down. Sprinkle with diced onions. Layer frozen veggies as next layer. Cover with the soup, straight from the can, carefully spreading with spatula to cover entirely. 3. Layer tater tots on top, covering entire top with tots. Bake at 375 degrees F (190 degrees) for 1 hour, or until hamburger is done. Check after 30 minutes; if tots are getting too brown, turn down to 350 degrees F (190 degrees C).
