Great news! Since I last posted, I emailed with a representative of the state Board of Ed. He sent me some links, among them the state's official criteria.
I went to the meeting armed with those printouts and calmly pointed out where it stated "discrepancy between intellectual ability and achievement," noting that grade level was not included mentioned. Anyway, upshot is that my daughter will be tested!
