On 20/20 a few years back they had a thing on bullies and had a video camera and showed it can be done to look innocently but still occurs without teachers noticing. Also when teachers are outside are they chatting or watching the kids?
As for the project thing It is the teachers job to know these things if one child gets excluded to build the bridges for friendship or if he/she notices to break up the groups himself/herself and to have it so no one is with their best friends. My friend is a teacher and she said these words tome. I hope things get better for your daughter.
